1. Overview of the development of the iron and steel industry

Regarding the new development situation of China’s iron and steel industry, Zhang Longqiang said that at the beginning of the “14th Five-Year Plan”, China’s economy has stabilized and strengthened, and the demand for steel has continued to grow. With the gradual implementation of the tax rebate adjustment policy, this year China’s steel will give priority to meeting domestic demand, and the era of China’s large-scale steel export will no longer continue.

In combination with the current dual carbon target constraints, stricter energy consumption dual control, dual control of crude steel production capacity and output, namely the “three doubles” background, Zhang Longqiang said that the next ten years will be a critical period for China’s steel to achieve the “three comprehensives”. The industry has reached its peak in an all-round way, built into an all-round iron and steel power, and comprehensively leads the world’s iron and steel industry. China’s iron and steel industry will present an overall pattern of “145N” reorganization.

2. Hot spot analysis of the iron and steel industry

Regarding the dual control of crude steel production capacity and output, Zhang Longqiang said that the operating costs of the four major international mines and the excessively concentrated trade and market voice have severely swallowed the profit margins of Chinese steel companies. This year, the dual control of domestic crude steel production capacity and output has effectively restrained the rapid rise in iron ore prices, improved the overall efficiency of the domestic steel industry, and also helped achieve the dual control of energy consumption and reduce carbon emissions. “Developing new situations and implementing cross-cycle adjustment policies.

Regarding the dual control of energy consumption, Zhang Longqiang said that after the release of the “Plan for Improving the Dual Control of Energy Consumption Intensity and Total Volume” document, the steel industry must accelerate the optimization and adjustment of the industrial structure and energy structure. Under the background that the total energy consumption of iron and steel enterprises is difficult to increase, the intensity of energy consumption in the next ten years will still need to continue to decline significantly, the dual control of energy consumption in the iron and steel industry will be further tightened, and energy consumption will become the future output balance of iron and steel enterprises. Regarding the dual-carbon situation, Zhang Longqiang said that the complete, accurate and comprehensive implementation of the new development concept and the solid carbon neutralization of the steel industry are not only the development requirements of the Central Committee of the Communist Party of China and the State Council in various fields, but also the green and low-cost steel industry. The high-quality development of carbon points the way. In the future, my country’s iron and steel industry will continue to deepen supply-side structural reforms based on green, low-carbon, and intelligence, continue to consolidate the industrial foundation, implement green and low-carbon projects, strengthen standards and intelligent leadership, optimize industrial structure, strengthen resource protection, and develop Technological innovation, promote international production capacity cooperation, comprehensively improve quality and efficiency, and achieve high-quality development.

3. Standardization progress of the iron and steel industry

Combined with the “National Standardization Development Outline” document issued by the Central Committee of the Communist Party of China and the State Council, Zhang Longqiang made a brief analysis of the impact of the steel industry. He pointed out that in the next five years and beyond, the standardization work of the steel industry should focus on seven key tasks: one is to fully and accurately grasp the requirements and tasks of the “National Standardization Development Program”; the second is to accelerate the promotion of steel The standardization process of the industry’s key technological achievements; the third is to increase the diversified and effective supply of steel industry standards, make up for standard shortcomings, and promote the effective connection of upstream and downstream standards in the industry chain; the fourth is to further promote the construction of the industry’s green, low-carbon, and intelligent manufacturing standard system; It is to further improve the international standardization level of the industry; the sixth is to deeply optimize the number and structure of the steel industry standards; the seventh is to strengthen the construction of a standardization talent team in the steel industry and cultivate and establish a multi-level and high-level talent echelon.
