Strictly control the capacity scale of new steel, electrolytic aluminum and other related industries
By 2025, the intensity of industrial solid waste generation in key industries such as iron and steel, non-ferrous metals, and chemical industry will decline, the comprehensive utilization level of bulk industrial solid waste will be significantly improved, the renewable resources industry will continue to develop healthily, and the comprehensive utilization efficiency of industrial resources will be significantly improved. Strive to achieve a comprehensive utilization rate of bulk industrial solid waste of 57%. The utilization of main types of renewable resources exceeds 480 million tons, including 320 million tons of scrap iron and steel, 20 million tons of waste non-ferrous metals, and 60 million tons of waste paper.
The “Plan” pointed out that optimizing the industrial structure and promoting the reduction of solid waste sources. Strictly control the capacity scale of new steel, electrolytic aluminum and other related industries. Promote the withdrawal of backward production capacity in accordance with laws and regulations. The iron and steel industry scientifically and orderly promotes the advanced electric furnace short-process process for scrap steel; the non-ferrous industry strives to increase the supply of recycled copper, aluminum, zinc, etc.; the energy (electricity, heat) industry steadily expands the use of clean energy such as water power, wind energy, solar energy, and geothermal energy, and reduces the source of solid waste.
In terms of the project of efficient recycling of renewable resources, the “Plan” proposes to promote the standardized utilization of renewable resources. Implement industry standard management for the comprehensive utilization of renewable resources such as scrap iron and steel, scrap non-ferrous metals, scrap plastics, scrap tires, scrap paper, scrap power batteries, and scrap mobile phones. Encourage large-scale steel, non-ferrous metal, paper, plastic polymerization and processing enterprises to cooperate with renewable resource processing enterprises to build integrated large-scale green processing and distribution centers for scrap iron and steel, scrap non-ferrous metals, waste paper, and waste plastics. Encourage the comprehensive utilization of low-value renewable resources such as waste textile and waste glass. Efforts will be made to extend the industrial chain of intensive and deep processing of renewable resources, promote the efficient recycling of strategic metal waste and scrap such as steel, copper, aluminum, zinc, nickel, cobalt, and lithium, and improve the level of high-value utilization of renewable resources. Promote the remanufacturing of high-end intelligent equipment in an orderly manner. Actively guide the import of renewable raw materials that meet product standards. Accelerate the recycling of waste beverage bottles, plastic express packaging and other major waste plastics that generate a large amount, and increase the proportion of recycled plastics used in automobiles, electrical appliances, construction, textile and other fields.
The “Plan” points out that it is necessary to strengthen inter-industry cooperation, promote the coordinated development of coal mining, metallurgy, building materials, petrochemical and chemical industries, and promote the coordinated utilization of solid waste resources across industries. Accelerate the upgrading and transformation of co-processing technologies for industrial plants, and support industrial kilns such as cement, steel, and thermal power, as well as petrochemical and chemical plants such as oil refining, coal gasification, and caustic soda, in co-processing solid waste. Combining the characteristics of key industries such as iron and steel, petrochemicals, building materials, etc., promote the deep integration of new generation information technology with the entire manufacturing process and all elements, improve product design, innovate production processes, implement lean management, maximize resource utilization efficiency, and minimize solid waste produce.
