How to integrate the use of industrial resources?
In order to further improve the utilization efficiency of industrial resources, eight departments including the Ministry of Industry and Information Technology and the National Development and Reform Commission recently issued the “Implementation Plan on Accelerating the Comprehensive Utilization of Industrial Resources”.
During the “Thirteenth Five-Year Plan” period, my country’s comprehensive utilization of industrial resources has not only effectively improved the level of technology and equipment, and increasingly enriched products, but also emerged a variety of mature and scalable industrial development models based on local characteristics, driving the continuous growth of the industry scale. It is estimated that in 2020, the comprehensive utilization of bulk industrial solid waste in my country will be 2 billion tons, and the recycling and utilization of renewable resources will be about 380 million tons. The comprehensive utilization of resources has become an important force in ensuring the security of resource supply in my country.

The recycling rate of waste materials is low; the level of technical equipment of enterprises is not high, some key technologies have not yet been broken through, and the capacity for high value-added and large-scale utilization is insufficient. In addition, emerging solid wastes such as scrapped renewable energy equipment, express packaging waste and other emerging solid wastes are generated in large quantities, lack of effective utilization methods and technical routes, and the difficulty of comprehensive utilization and other problems that need to be solved urgently.
To this end, the “Implementation Plan” provides solutions: focus on hot and difficult issues of current social concern, improve the waste power battery recycling system, deepen the recycling of waste plastics, explore new paths for comprehensive utilization of solid waste, and promote high-value utilization of renewable resources ; Make efforts to strengthen cross-industry and cross-regional collaborative utilization, promote the collaborative treatment of urban solid waste by industrial devices, promote the R&D, demonstration and promotion of key technologies, and strengthen digital empowerment and demonstration guidance, and continue to improve the industry’s development capabilities.
How to improve the comprehensive utilization efficiency of industrial solid waste? The “Implementation Plan” proposes that on the basis of consolidating the development results of the “13th Five-Year Plan”, the large-scale and efficient utilization of industrial solid waste should be further promoted; aiming at the weak links and industrial blocking points of improving the comprehensive utilization level of industrial solid waste, efforts should be made to improve the complex and difficult to use The comprehensive utilization capacity of solid waste shall focus on promoting the comprehensive utilization of phosphogypsum to increase the amount and efficiency, and improve the comprehensive utilization level of red mud; and reduce the generation of industrial solid waste from the aspects of promoting technological upgrading and optimizing the industrial structure.
At the same time, the “Implementation Plan” also proposes specific goals for the development of the industry: by 2025, the intensity of industrial solid waste generation in key industries such as iron and steel, non-ferrous metals, and chemicals will decrease, and the comprehensive utilization level of bulk industrial solid waste will be significantly improved. Strive to achieve a comprehensive utilization rate of bulk industrial solid waste of 57%; the utilization of major types of renewable resources exceeds 480 million tons.
“In the next step, we will use existing national and local funds, financial channels and social capital to support the construction of comprehensive utilization projects of industrial resources. Implement preferential tax policies for comprehensive utilization of resources.” Huang Libin said that the Ministry of Industry and Information Technology will study and formulate management methods for comprehensive utilization of industrial resources. , encourage local governments to issue local regulations and establish incentive and restraint mechanisms; set up industry standardization technical organizations for comprehensive utilization of industrial resources, speed up the formulation and revision of standards, and promote the implementation of the “Implementation Plan” to ensure that the above goals are achieved as scheduled.
